1. Aims and objectives of the Sports Authority of Goa.
a)To promote and develop sports activities relating and incidental there and to draw up and implement plans for the promotion of sports and improvement of standards in sports and games in the State in keeping with the sports policy of the Government.
b) To act as a liaison between the sports, games and youth welfare organizations and the Government.
c) To plan, develop, construct, acquire, take over, manage, maintain and utilize sports infrastructure, sports facilities, ancillary buildings, playfields, lands, etc. in Goa as per the directives of the Government.
d) To implement and carry out the existing schemes for the promotion of sports and for improvement of standards in sports and games in the State as may be entrusted to it by the Government or other state and National level bodies from time to time.
e) To organize various tournaments/competitions, exhibition matches, invitation tournaments, etc., for all age groups as per the directives of the Government or as per the need and necessity or as per the decision taken by the General Body of the Authority.
f) To develop and provide consultancy services in Goa for the planning and development of sports facilities and in the organization and conduct of National/International Championships, Exhibition Matches.

3. Brief history and background of establishment of the public authority.
N O T I F I C A T I O N
Sub: Establishment of a Sports Authority of Goa.
WHEREAS, considering the need for creation of proper infrastructure for the youth in the State of Goa by way of raising funds out of Government grants and contributions/donations and for the proper management, maintenance and utilization of sports infrastructure and facilities created for promotion of sports and for raising the standard of sports in the State.
AND WHEREAS, considering the importance of Sports and Physical fitness for improving the way of life, development of human resources, increasing productivity, for national integration, for providing beneficial avenues to the youth to shine towards excellence in all spheres of activity so that the State shall rise to higher levels of endeavor and achievements.
AND WHEREAS, considering the limited scope for the Goa State Council of Sports to develop infrastructure in sports maintain the same and also promote the games and sports on massive basis in the nooks and corners of the State.
Now, therefore, it is hereby resolved as follows:
“There shall be a Sports Authority of Goa with its Headquarters at the Indoor Stadium, Campal, Panaji-Goa. The Authority shall have the following objects:
- To advise the Government of Goa on all matters concerning sports, games and youth activities.
- To act as liaison between the sports, games and youth welfare organizations and the State Government.
- To grant recognition to such Sports/Clubs/Associations/Youth Welfare/adventurous sports organizations as it may deem worthy of recognition.
- To derecognize the Sports Clubs/Associations/Youth Welfare/adventurous sports/organizations for any disciplinary reason or mismanagement.
- To release financial and other assistance to Sports Clubs/Associations, Village Panchayats recognized by the Sports Authority of Goa.
- To promote and develop sports and activities relating and incidental thereto and draw up and implement plans for the promotion of sports, improvement of standards in sports and games in the State in keeping with the Sports Policy of the Government of Goa.
- To implement and carry out the existing schemes for the promotion of sports and for improvement of standards in sports and games in Goa as may be entrusted to it by the Government of Goa or other State and National Level bodies from time to time.
- To initiate, undertake, sponsor, stimulate and encourage research and development in sports & games and the related medicines, bio-chemics, psychology and other allied sciences.
- To plan, develop, construct, acquire, take over, manage maintain and utilize sports infrastructure, sports facilities, ancillary buildings, playfields, lands etc., in Goa as per the directives of the Government of Goa.
- To plan, develop, construct, acquire, take over, manage, maintain and utilize residential facilities for sports persons, coaches, officials etc., whether as part of the stadia or separately.
- To hold, sponsor, organize, manage and arrange on its own, and to offer facilities for tournaments, coaching camps, exhibition matches and other sports activities and purposes including but not limited to social and cultural activities, in the interests of sports or benefit or sportspersons or otherwise in furtherance of these objects.
- To establish, run, manage and administer institutions existing or new and to perform the activities and functions of such institutions wholly or partially.
- To constitute or cause to constitute sports centres at convenient places in Goa to promote sports.
- To initiate, sponsor and encourage research in sports equipment in Goa including but not limited to the manufacturers of standard sports equipment.
- To provide and give technical and other assistance sports equipments, sports facilities and expert guidance to organizers for the organization and conduct of National and International Tournaments held in Goa.
- To provide for education, training and facilities for imparting advance coaching in various games and sports by establishing coaching centres in Goa.
- To take steps for the welfare of sportspersons, sports officials and the like and to run benevolent schemes for active, veteran and retired sportspersons or officials, including. coaches.
- To co-ordinate and to co-operate and liaise with State Government, associations, Goa State Olympic Associations, Sports Clubs and other similar State/District Level Associations or bodies in matters relating to sports and games and other allied subjects.
- To develop and provide consultancy services in Goa for the planning and development of sports facilities and in the organization and conduct of National/International Championships, Exhibition Matches.
- To advise the Government of Goa on all matters relating to promotion of sports and games and improvement of sports and games standards which may be referred to it by the Government of Goa and other sports organizations as well as on other sports matters on which it may like to make recommendations on its own to the Government of Goa and other such Authorities.
- To organize seminars, conferences, etc., in the field of sports and allied matters.
- To undertake, sponsor and encourage publication of journals and literature relating to sports and games.
- To institute, offer and grant prizes, awards scholarships and stipends in the implementation of these objects.
- To accept and collect donations, grants and gifts from State, Central Government and other National sports bodies to undertake management if any, endowment or trust fund and to make donations, grants and gifts for the purpose of these objects.
- To borrow and raise money by deposits etc., with or without security, or on security of movable and immovable properties, belonging to the authority provided that prior approval of the Government of Goa is obtained in that behalf.
- To organize lotteries and raffles for promotion of sports and games and through any other means for construction of stadia, indoor halls, pavilion, swimming pools, residential quarters, sports hostels and other infrastructure for games and sports.
- To do all such acts and things as it may be directed to perform by the Government of Goa for furtherance of games and sports.
- To acquire, purchase and get the existing sports infrastructures transferred from Government of Goa or otherwise own or take on lease or hire immovable and movable properties and to sale, mortgage, transfer or otherwise dispose of any such immovable and movable properties but the prior approval of Government of Goa in respect of such immovable property shall be obtained and
- To organize various tournaments/competitions, exhibition matches, invitation tournaments etc., for all age-groups as per the directives of Government of Goa or as per the need and necessity as per the decision taken by the General Body of the Sports Authority of Goa.
2. The Sports Authority of Goa will be registered as an Authority under the Societies Registration Act, 1860 and shall initially comprise of the following:

The Chairman of the Government Body may co-opt or invite to the meetings of the Governing Body from time to time additional members not exceeding five at a time for any particular meeting considering the agenda of the meeting.
5. The Director of Sports & Youth Affairs shall be the Ex-Officio Secretary of the Sports Authority of Goa in addition to the duties and responsibilities. He shall be the Principal Executive Officer of the Authority.
6. The term of the members of the Authority as well as its Governing Body other than Ex-Officio members shall ordinarily be for three years. However, the same may be extended or reduced by the Government if need be.
7. The Treasurer shall be elected by the members of the Sports Authority of Goa in the first meeting in each term. He shall be Ex-Officio member of the Governing Body.
8. The Sports Authority of Goa shall, subject to the approval of the Government of Goa, make rules and regulations for the conduct of its business and the management of its affairs.
9. The Sports Authority of Goa will be fully financed by the Government of Goa on “Meet the deficit”, basis and for this purpose funds will be provided by the Government as grant-in-aid subject to the provision being made in the budget for the purpose and availability of funds.

Information regarding facilities available
At pJN stadium and sports complex fatorda.
The PJN Stadium, Fatorda is the only venue in the entire state which conducts the entire major and mega sports events. All international, nationals and local sports events are organized at the Stadium. The availability of the magnificent facilities and the infrastructure made the Nehru Stadium one of the top venues in the country for sports events.
Football remains the big game for the locals and the Stadium is occupied mostly for the football events throughout the year. The International matches involving India has been conducted at the Stadium while the prestigious I-League which has four Goan teams is held on the lawns of the Nehru Stadium. The Goa leg of the premier competition is considered the most crucial by the other teams as most of the matches are played here in Goa. The management of the outstation teams are always satisfied by the facilities available for their teams. Despite the continuous programme the turf at the Stadium is maintained in pristine condition.
Even the AFC Cup matches international clubs participated, there were hardly any complains and the fact is that Mahindra United a team from Mumbai had all its AFC Cup fixtures held at the Nehru Stadium is a proof itself of the availability of all-round facilities. The ODI cricket matches involving countries like Sri Lanka, New Zealand, West Indies, Australia and England had been conducted with massive success. The international cricket stars were highly satisfied by the facilities provided to them. The other sports disciplines like Hockey, Kabaddi, Handball, Kho-Kho, Tenni-Koit at the Sports Complex had been provided with field grounds and courts for the daily RCC programmes. For Athletics a 400 mts Athletic Track is made available with 8 lanes and is mostly utilized for Taluka Level, Zonal Level and State Level Athletic Meets.
The Swimming Pool which is of International standard is another notable facility for the sports fraternity. The Swimming Pool is maintained hygienically and had 8 swimming lanes with Spring Board and other items. The SAG routinely conducts the Learn to Swim Classes for the kids and students while in the summer vacation the authorities had to create additional batches for swimming learners and students. The Swimming Pool having the standard status caters to the needs of the entire South area swimming enthusiast.
The Multipurpose Hall in the close vicinity of the Nehru Stadium is always a busy centre. The availability of 6 Wooden Courts for Badminton is a major contribution for the development of the game while Taekwondo, Judo are the other games played at the spacious indoor venue. The SAG authority keeping in mind the aspect of health of the general public has constructed a 900 mts clay Jogging Track on the Sports Complex for the benefit of the youth as well as the elderly people. The Track is utilized by people of all ages in the morning and evening as the jogging helps to maintain fitness.
The SAG had a full fledge Gym and Physiotherapy Unit in the precincts of the Nehru Stadium. The Gym which is loaded with all the modern equipments is used by Body Builders, Football Teams as well as other Athletes while the Physiotherapy Room has the equipments to treat injuries of sports persons and other public. The Accommodation for the participants at the Nationals and Zonal Level is also provided at the Stadium and the Conference Hall is also made available for the conduct of the Sports Functions and Seminars.
Details Pertaining To The Facilities Provided
By The SAG At Peddem Mapusa Goa
Swimming Pool Complex At Peddem Mapusa-Goa.
The Sports Authority of Goa manages a full – fledged Swimming Pool Complex, located at Peddem – Mapusa.
Structure
The Swimming pool structure provides the following pool facilities.
a) 50 meters Olympic size pool with 8 swimming lanes.
b) Diving Tower for General Public: Can use this pool regularly except during competitions.
c) In all there are four diving boards at a height of 3 mts, 5mts, 7 mts, and 10 mts.
This facility is also meant for general public preferably to be carried out by the beginners under the Supervision of the diving Coach.
Monthly and annual membership
For the benefit of the regular pool-users, the SAG in the following categories accepts the monthly, Quarterly, Annual and Life membership :-
STUDENTS - Monthly - Rs. 125/-
Quarterly - Rs. 300/-
Yearly - Rs. 1,000/-
NON-STUDENTS - Monthly - Rs. 250/-
Quarterly - Rs. 600/-
Yearly - Rs. 2,000/-
LIFE MEMBERSHIP FEES - Rs. 15,000/-
Entry on coupon basis
Any member of Public can use the pool on working days for duration of one hour, by producing a Medical Certificate and purchasing a gate pass at the reception counter.
The Coupon Charges are as follows
a) For Children : Rs. 10/-
b) For Adults : Rs. 30/-
The charges for the Learn to Swim Classes are as Follows : -
a) Student - Rs. 300/-
b) Non-Students - Rs. 800/-
Learn to Swim and Life saving - Rs. 1,000/-
REGULAR COACHING CLASSES : -
One of the main objectives of the Sports Authority of Goa is to help the young talented Swimmers to become champions not only at the State level, National level and International levels.
Therefore, under the Supervision of the trained Swimming / Diving Coaches, Regular coaching classes are being conducted in the morning and in the evening.
THE TIMINGS FOR THE RCC ARE AS FOLLOWS.
MORNING 6.00 a.m. to 9.00 a.m.
EVENING 4.00 p.m. to 7.00 p.m.
THE CHARGES FOR THE RCC ARE AS FOLLOWS : -
- MONTHLY - Rs. 60/- + Rs. 45/- = 105/-
- ANNUAL - Rs. 60 x 11 = 660/- + 45/- = 705/-
Procedure to take admission at the pool
Any Citizen who desires to use the pool has to comply with the following formalities:-
- Purchase a prescribed form available at the reception counter for Rs. 5/-
- Fill in the prescribed form with the required details.
- Attach a passport size Photograph for Identification.
- Medical Certificate in favour of the applicant to consider his physical fitness for swimming and to ensure that he is free from skin diseases.
- Pay at the reception counter the pool fees depending on the type of facility he/she wants to avail.
- The SAG shall issue a separate Identity Card on Completion of all the required formalities.
The rules and regulations
- Sports Authority of Goa will not be responsible for any injury/Mishap at the Pool.
- Persons suffering from any infectious diseases will not be permitted inside the pool.
- Users must wear proper Swimming Costume/Trunks.
- Ladies/Gents having long hair must wear Swimming Cap.
- Take proper showers before entering the pool and wash your feet in foot wash provided.
- Smoking is strictly prohibited in the pool complex.
- Animal/Pets are not allowed in the pool complex.
- No eatables are permitted inside the pool arena.
- Do not spout water inside the pool.
- Do not run around the pool deck.
- No Misbehaviour/Horse play is permitted inside the pool.
- No Alcoholic Beverages are permitted inside the pool complex nor will any person under the influence of Alcohol be permitted inside the pool area.
- Diving boards should be used with the permission of Coach, Lifeguard and should remain under the supervision for the duration of use.
- Fees once paid shall not be refunded.
- Pool timings are to be strictly adhered to.
- Pool Staff are fully authorized to refuse entry to any person/persons on any of the valid grounds for such refusal.
- Do not carry valuables into the pool complex, else the Staff at pool will not be responsible for their safety.
- Members/Guests using the pool should produce the valid membership card/Gate pass at the security table.
- Decisions of pool manager shall be final and binding on the users.
- Parents are advised to stay away from the pool sides, as it only disturbs the Coaches/Swimming Teachers/Lifeguards, during the session.
- Please change in the respective changing rooms.
- Only Swimmers are allowed in the pool area.
- No Photography is permitted without prior permission.
- No footwear is allowed in any area of the pool.
- Members/Guests are allowed to swim for one hour only.
- All the members should carry their membership card and produce the same on security counter.
- On Monday and Public Holidays, Swimming Pool shall remain closed.
 Regular coaching classes
One of the main objectives of the Sports Authority of Goa is to help the young talented Swimmers to become champions not only at the State level and National level but also at the International levels.
Therefore, under the Supervision of the trained Swimming Coaches, the Regular Coaching Classes are being conducted in the mornings and in the evenings.
Timings for the regular coaching class are as follows
: Morning : 7.00 am to 9.00 am.
Evening : 4.00 pm to 7.00 pm.
Safety at the pool
The trained Lifeguards who are well trained in life saving techniques are always available to guard the entire Swimming Pool Complex.

* Special Identity Cards will be provided to All the State Sports Awardees.( i.e. Bakshi Bahaddar Jivabadada Kerkar Award) to availthe above facilities, free of cost.
**Life membership fees (The desirous Sports loving people are extended the facility to become life members and avail all types of Sports facilities provided by the Sports Authority of Goa at all the centers

- EVERY MONTH / QUARTERLY THE MEMBERS RENEW THE MEMBERSHIP CARD BY PAYING THE MONTHLY FEES BEFORE 5TH DAY OF EVERY MONTH.
- ONLY VALID MEMBERSHIP CARD HOLDERS WILL BE ALLOWED TO ENTER THE HALL AND USE VARIOUS FACILITIES AS PER THE FEES PAID.
- THE MEMBERS MUST TURN OUT IN PROPER PLAYING KIT AS PER THE APPROVED DRESS CODE FOR VARIOUS GAMES / SPORTS AS LAID DOWN BY THE RESPECTIVE NATIONAL SPORTS FEDERATIONS AND STATE SPORTS ASSOCIATIONS.
- MEMBERS NOT FOLLOWING THE DRESS CODE & CREATING NUISANCE (INDISCIPLINE) WILL BE DEBARRED FROM ENTERING THE HALLS.
