1.

President

a) President shall preside over the meeting of the General Body of the Authority.
b) He shall accord sanction to the supplementary budget.
c) He may delegate such powers as he thinks necessary to the Vice-President.
d) In case of emergency, he may take decision on any important and urgent matters submitted by the Vice- President, Executive Director and Secretary subject to the condition that he shall report the same to the Authority at its next meeting.
e) He shall direct the Executive Director, Secretary to convene meetings of the authority as and when necessary.
f) He shall have a casting vote incase of a tie in the meeting of the Authority

2.

Vice President

a) The Vice-President shall exercise such powers and discharge such functions as may be delegated to him by the President
b) He shall preside over the meetings of the Authority in the absence of the President and shall exercise all functions and powers of the President on his behalf during the period of his absence.
c) He shall work as the Chairman of the Governing Body of the Authority.
d) He may operate the bank account jointly with the Executive Director and Treasurer and sign Bank cheques of the value exceeding Rs.2.00 lakhs.

3 Executive Director

1) As Chief Executive of the Authority, he is responsible for day to day administration of the Authority.
2) Controls all the offices/sub-offices of the SAG spread all over Goa.
3) Convences the meeting of the General Body and Governing Council in consultation with the President /Vice President, SAG.
4) Link Officer between the General Body and Executive Staff.
5) Responsible for implementing the decision of the General Body and the Governing Body.
6) To recommend or forward any urgent matter to the President / Vice-President or to the Govt.
7) Convener of all the sub-committees and Standing committees appointed by the Authority and the Governing Body.
8) Shall prepare the budget in consultation with the Treasure and Secretary of the Authority before the close of the financial year and submit it to the Governing Council for approval and thereafter to the General Body and thereafter send it to the Director of Sports & Youth Affairs for getting it approved from Govt. and making necessary budget provision.
9) Shall sign/execute all the bonds. Legal documents and enter into legal contracts, transactions for the construction of stadia / sports complexes / sports infrastructure, sale / hire / lease / mortgage of the properties of the Authority, taking loans from the banks or any other financial organizations etc., as per the decision of the Authority as the Chief Executive Officer on behalf of the Authority

1) Has all the powers of the Head of the Department in terms of F.R.s, S.R.s and General Financial Rules on par with Goa DFPR, 1997.
2) Operates the bank account jointly with the treasurer upto Rs. 2.00 lakhs and beyond 2.00 lakhs along with Sports Minister and Treasurer.
3) May retain imprest cash of Rs.2,500/- to Corporate office and Rs. 2,500/- to PJNS
1) Prepare accounts of Income & Expenditure of SAG and submit the audited statement of Account to the Governing Council and thereafter to the General Body of SAG Duties and responsibilities as assigned to the Head of the Department in the State Government or Chief Executive Officer of the Autonomous bodies or undertakings.

  • Assisting in preparing Budgeted Estimates, Final Accounts and Pattern of Assistance pertains to SAG.
  • Assisting in preparation of importance proposals to be sent to Government / DSYA from time to time relating to financial matters.
  • Attending various meeting called by Executive Director from time to time and coordinating in resolving the issue pertaining to accounts and financial matter.
  • Any other work assigned by higher authority of the academic and financial nature.

i)

Accountant

  • Prepare the material to be submitted to the Government on respect of framing of Budget Estimates, Revise Estimates etc. by taking guidance from his supervisors.
  • Initiate the proposal for grants, replies to the Governments letters, from time to time.
  • Scrutinize the application of Sports Clubs / State Sports Associations and recommend for disbursement of grants.
  • Assist the Auditors appointed by SAG, in timely finalization of accounts and submission of RAO
  • Dealing with Income Tax matter and EPF of the staff from time to time.

  • Exercise proper check on the work performed by the subordinate staff in accounts section and he shall report to Asst. Accounts Officer.

Accounts Clerk (1)

  • Purchase of all types of requirements for SAG namely Sports Equipments items, furniture, Stationary by call of tenders / quotations by observing provision of rules in force and By-laws of the SAG.
  • Verify of proposal and clearing of all types of bills for procurements
  • Scrutiny of all Associations proposals and settlement and release of grants.
  • Performs any other works assigned to her by the higher authorities.

iv)

Accounts Clerk (2)

  • Assist the Accountant/Cashier to prepare all type of Challans.
  • Deal with Income tax matters viz preparation of data, filling of quarterly income tax, preparation of Form 16 etc. with the assistance of Accountant.
  • Doing Bank work viz. depositing of cash, cheques, Withdrawals and deposit of challans etc. from time to time.
  • Ensure the timely remittance of challans as prepared and sent to respective section in Directorate of Accounts Panaji in respect of deputation staff working in SAG.
  • Assist Smt. Ramita Shinde, in maintaining the pay bill register (up to date) & put up to the Accountant/A.A.O from time to time.
  • Any other work entrusted to him by the higher authorities.

v)

Lower Division Clerk (1)

  • Preparation of EPF 3-A, 6-A forms.

  • The Supervisors should report on duty 30 minutes before starting of the shift and will check and see all the lifeguards, watchman and sweepers are present and have signed the muster roll.

  • To see to the cleanliness of the Pool.
  • To see that the toilets and changing rooms are clean for the use of the public.
  • To check if, there is sufficient water to use for the day.
  • To check and supervise the life guards working under water cleaning suctioning etc.
  • To keep the records of work performed  by lifeguards, watchman. Sweeper etc.
  • To submit weekly report to the Asst. Manager.
  • Occasionally check the electrical fixture, tube lights, bulbs and plumbing materials.
  • Submitting the requirement needed at the Pool in writing to Asst. Manager.
  • Forwarding the leave application of lifeguards sweepers after making proper duty arrangement.
  • Maintaining uniformed, Disciplines, decorum and team work of the lifeguards, Watchman & Sweepers on duties.
  • To check and sign the register maintained by the Watchman regularly to ensure that valid members are utilizing the Pool facilities.

Sr. Swimming Teacher cum Supervisor

  • Take  minimum one class in the morning  and one in the evening session.

  • During evening session to assistance Swimming coach RCC to train those students members who have completed learn to swim classes & desire to continue RCC for competitive Swimming.

Plant Operators

  • The plant operators/helpers are wholly responsible for the working of the filtration  plant, pumps, suctioning  materials and the electrical/plumbing fixtures in the Swimming Pool.
  • To maintain the work book dairy systematically and with real fact.
  • To check & see that the Pool water does not turn green.
  • To give proper dose of chemical & filter the Pools properly.
  • To record the doses of the chemical used and give the report to the Supervisors and the Higher Authorities.
  • To ensure cleaning of the Plant room and  chamber and pipelines properly.
  • To see that the handing over is done properly to the next shift operator.
  • To check and see the water level is maintained in the pool, overhead tank and the sintex tank. Any other duties entrusted by the higher authorities.

Life-Guards cum Suction Sweepers

  • To ensure the safety of members while swimming and to remain present during duty pool hours.
  • To ensure that members/users of the pool are in proper dress code and follows rules of the Pool.
  • Any difficulty faced by the members/users of the Pool may report to the Supervisor or Manager.
  • Cleaning the walls, floors and channels of the pool, brushing and suctioning the pools regularly under the supervision of the supervisor.
  • Maintaining and taking care of the equipment used for the cleaning and suctioning.
  • Putting up lane ropes arrangement of Pool &  training aids etc.
  • Handing over/Taking over duties among the lifeguards as per their duty shifts.
  • Any other duties entrusted by the higher authorities.

Security / Watchman swimming pool

  • To check the receipt and the membership of the public/members who come to the Pool.
  • To check and see the Public/members do not go on the deck of the Pool with slippers/shoes.
  • To see that the public/parents do not go to the coaches/Swimming Teachers during the training session.

  • Ensure that members/users use pool strictly during pool hours only.
  • Ensure records of materials equipment which are bought in or taken out of Swimming Pool premises.

  • If  Reliever does not report for duty the one on duty security shift to continue additional duty work.
  • Report to Asst. Manager (Swim Pool) Asstt.Secretary, (Comp.) / Coaches/ Executive Director about any theft, misbehavior, untoward incident on phone or in person for taking corrective measures.

  • Supervisor should present on the ground while groundsmen are watering the track, cutting the grass or at the time of  marking the track and other ground.
  • Supervisor is responsible to get the work done from the staff.
  • Supervisor should keep a proper record of the work done by the ground staff. Regularly check the athletic track, turf pitches, Cricket pitches, Volleyball, Kho-Kho, Kabaddi, Handball, Tennis Ball cricket, Football grounds and ensure that they are in proper playing condition. Incase of repairs the same should be informed writing to Asst. Secretary (Complexes).
  • He should maintain discipline, decorum and team work among the ground staff on duties.
  • He should inform in writing of the requirements of the equipments, materials, etc. required for the good maintenance of ground.
  • He should forward the leave applications of ground staff after making proper duty allotment and alternative arrangements.
  • Maintenance of grounds and the near area of the entrance of the ground and garden areas.
  • The supervisor should check the ground bookings for the section and make necessary arrangements as per the bookings.
  • Any other duties entrusted by the higher authorities.

Ground Supervisors

  • He should check that, all the watchmen, Grounds staff and Sweepers are present on duties and have signed the muster roll in time.
  • He should check that, the toilet, changing rooms, badminton courts, T.T. tables and surrounding areas of the indoor Complex including canteen, Garage etc. and cleaned properly and he shall also check that sufficient water is available in the sump/overhead tanks for the day.
  • Supervisor should be present in the Indoor hall during the R.R.C. training period and during the activities organized from time to time in the Indoor Halls.
  • Supervisor is responsible to get the work done from the grounds men and sweepers on regular basis.
  • Occasionally check the fixtures, tube light, bulbs, and plumbing material, taps etc. and see that they are in proper working condition in case of repairs or replacement, the same should be informed in writing to Asst. Secretary (Complexes).
  • He should forward the leave applications of grounds men, watchmen and sweepers after making proper duty allotment and alternate arrangements.
  • He should maintain discipline decorum  and team work among staff working in Indoor Stadium.
  • He should inform in writing of the requirements of material etc. and ensure that the running of Indoor Activities is not hampered at any cost.
  • The supervisor should keep vigilance to ensure that the security personal are duly checking the membership Identity cards, hall tickets, gate passes etc. and ensure that only paid members are utilizing the facilities at a given time.
  • Inform orally and in writing to Asst. Secretary (Comp) about any untoward incident, misbehavior by the members, staff, and visitor in the campus within 12 hours.

  • Ensure that members/users use Indoor hall facilities strictly during prescribed Members/RCC hours only.
  • Ensure records of materials equipment which are bought in or taken out of Indoor hall premises.

  • To see that the public/parents do not go to the coaches during the training/Coaching session.
