ARTICLE – VI
5. The term of Office Bearers and members of the Authority.
- The Office-bearers and members of the Authority, excepting the Secretary, shall hold office normally for a period of three years from the date of their appointment by the Government. However, Government may also extend or reduce the period as per need and necessity.
- Once nominated by the Government, is shall be obligatory for the members to attend the meetings, of the Authority or Governing Body. If any member, without assigning any reason and prior intimation, remains absent for three consecutive meetings either of Authority or of the Governing Body, his membership shall fill up the vacancy so caused by nominating the suitable member in the category on the recommendation of the Authority.
- A Senior Most Officer, next to the Director of Sports & Youth affairs shall be nominated by Govt. and sent on deputation to Authority to work as the ex-officio member Secretary of the Authority on the basis of next higher scale of promotion in the Department for their post. Further, the services of 3 Asst. Phy. Education Officers and one Sports Organiser shall be nominated by Govt. On deputation on the basis of next higher scale of promotion existing in the department, of their post. All these Officers shall work under the control of the Executive Director of the Authority and their salaries and allowances shall be met by the Sports Authority of Goa during their deputation period.
- The Executive Director nominated by Govt. and sent on deputation for a period decided by Govt. and his/her salary and allowance shall be met by the Authority on the basis of transfer of Foreign Service.
ARTICLE – VII
6. Resignation of members:
Any member/office bearer of the Authority may resign from the membership of the Authority by giving a notice to that effect and his resignation shall be effective from the date of its acceptance by the Governing Body.
ARTICLE – VIII
7. Removal of a member: The Authority shall have a right to remove a member, if (a member - ) he or she -
- Remains absent during 3 consecutive meetings of the General Body or Governing Body.
- Becomes insame or suffers from contagious disease or become insolvent or is prosecuted for any criminal offences.
- Does not comply with the rules and regulations of the Authority in the capacity of a member of the Authority.
ARTICLE – IX
8. (a) The Functions of the General Body of the Authority.
The General Body of Authority shall have the following functions and powers:-
- To advise the Government of the State of Goa, on all matters concerning Sports and Games and Youth Activities.
- To act as a liaison between the sports, games and youth welfare organizations and the Government.
- To grant recognition to such sports clubs/associations/youth welfare/organizations/adventurous sports as it may deem worthy of recognition.
- To de-recognise the sports clubs/association/youth welfare organization/adventurous sports for any disciplinary reason of mis-management.
- To release financial and other assistance to sports clubs/associations, village panchayats and educational institutions etc. recognized by the Authority.
- To promote and develop sports activities relating and incidential there-to and to draw up and implement plans for the promotion of sports and improvement of standards in sports and games in the State in keeping with the sports policy of the Government.
- To implement and carry out the existing schemes for the promotion of sports and for improvement of standards in sports and games in the State as may be entrusted to it by the Government or other state and National Level bodies from time to time.
- To initiate, undertake, sponsor stimulate and encourage research and development in sports and games and the related medicines, bio-chemistry, psychology and other allied sciences;
- To plain, develop, construct, acquire, take over, manage, maintain, and utilise sports infrastructure, sports facilities, ancillary buildings, playfields, lands, etc., in Goa as per the directives of the Government;
- To plan, develop, construct, acquire, take over, manage, maintain and utilize residential facilities for sports persons, coaches, officials, etc., whether as part of the stadia or separately;
- To hold, sponsor, organize, manage and arrange on its own, and to offer facilities for tournaments, coaching camps, exhibition matches and other sports activities and purposes including but not limited to social and cultural activities, in the interests of sports or benefit of sports persons or otherwise in furtherance of these objects;
- To establish, run, manage and administer institutions, existing or new, and to perform the activities and functions of such institutions wholly or partially;
- To constitute or cause to be constituted sports centers at convenient places in Goa to promote sports;
- To initiate, sponsor and encourage research in sports equipment in Goa including but not limited to their manufacture of standard sports equipment;
- To provide and give technical and other assistance, sports equipment, sports facilities and expert guidance to organizers for the organizations and conduct of National and International tournaments held in Goa;
- To provide for education, training facilities for imparting advance coaching in various games and sports by establishing coaching centres in Goa;
- To take steps for the welfare of sports-persons, sports officials and the like and to run benevolent schemes for active, veteran and retired sports persons or officials, including coaches;
- To c-ordinate and to co-operate and liaise with State Governments, associations, Goa Sate Olympic Associations, Sports Clubs and other similar State/District Level associations or bodies in matters relating to Sports and Games and other allied subjects;
- To develop and provide consultancy services in Goa for the planning and development of sports facilities and in the organization and conduct of National/International Championships, exhibition matches;
- To advise the Government on all matters relating to promotion of sports and games an improvement of sports standards which may be referred to it by the Government and other sports organizations as well as on other sports matters on which it may like to make recommendations on its own to the Government and other such authorities;
- To organize seminars, conferences etc., in the filed of sports and allied matters;
- To undertake, sponsor and encourage publication of journals and literature relating to sports and games;
- To institute, offer and grant prizes, awards, scholarships and stipends in the implementation of these object;
- To accept and collect donations, grants and gifts from the Sate and Central Government, other National Sports Bodies Private organizations and Individual donners, to undertake management of any endowment or trust fun and to make donations, grants and gifts for the purpose of these objects;
- To borrow and raise moneys by deposits, etc., with or without security of movable and immovable properties, belonging to the Authority provided that the prior approval of the Government is obtained, in that behalf.
- To organize lotteries and raffles and float debentures for promotion sports and games and through any other means for the construction of Stadia, Indoor hall, pavilion, Swimming Pools, residential quarters, Sports hostel and other infrastructure for sports and games;
- To assist the Sports Authority of India, National Institute of Sports, Ministry of Sports and Youth Affairs of the Centre and State in implementing their schemes.
- To do all such acts as may be directed to perform by the Government for furtherance of games and sports;
- To acquire, purchase and get the existing sports infrastructure transferred from the Government of otherwise, own, take or lease or hire immovable and movable properties subject to the conditions that the prior approval of the Government shall be obtained in respect for such transactions;
- To organize various tournaments/competitions exhibition matches, invitation tournaments etc., for all age-groups as per the directives of the Government or as per the need and necessity or as per the decision taken by the General Body of the Authority.
